Contractor Logistic Support Management

Contractor logistics support is an essential capability that must be considered for all future MoD procurement activity. The Strategic Defence Review White Paper, issued by the Ministry of Defence in 1998 stated: "Where appropriate we will consider the use of contractors to assist with logistic support". The main shift recently has been how much closer we take this type of support to the 'front line' and the difficulties this can bring. These changes have, in addition, generated a requirement for an increased sophistication of the contractual arrangements and their management.

The bottom line is actually very simple: CLS can provide opportunities for both the customer and provider. It can reduce the financial and technological risk of the former and provide a broader financial footprint for the latter. It does not transfer responsibility for operational risk.

Dytecna has the expertise and experience to devise, manage and operate CLS contracts, either stand alone or as part of an overarching contract for availability. Our knowledge and experience of the Armed Forces' operational and maintenance practices is vast, as is our understanding of the requirements and drivers of the supporting industrial base. This gives us the unique position to be able to offer the full range of support to either 'Decider or Provider' in the preparation for and management of Contractor Logistic Support activity.

We can:

  • Advise on the appropriate level of CLS for any given equipment, system or platform
  • Identify appropriate CLS boundaries for both deployed and domestic operations
  • Support customers' commercial staff in the preparation of contractual documentation
  • Advise on the provision of support activity for Non Attributable issues such as damage and abuse or changes in the agreed use parameters and/or location of supplied support
  • Advise level of funding required to cover potential Non Attributable activity
  • Advise and/or manage the 'Sentencing' activity required for Non Attributable activity
  • Manage the supply lines, both forward and return, in support of CLS contracts
  • Provide a complete Management Solution for CLS contracts
